Monitoring &
Evaluation Unit

The Monitoring & Evaluation Unit is one of ARNECH's most established divisions, drawing on deep practical experience from major USAID-funded health programmes in Burundi and the wider East African region. The unit specialises in designing fit-for-purpose M&E systems that generate reliable evidence to guide programme management, donor reporting, and policy influence.

Led by Nestor Ntakaburimvo, whose career has spanned MEL roles at ICAP Columbia University and Pathfinder International, the unit brings a practitioner's understanding of what M&E looks like under real-world conditions, balancing rigour with feasibility in resource-constrained environments.

• Indicator selection, definition, and data quality assurance systems
• Baseline, midline, and endline evaluation design and implementation
• DHIS2 and REDCap database design and management
• Qualitative process evaluations and most significant change studies
• Routine data quality assessments (RDQA) and data verification exercises
• Capacity building for national M&E teams and local implementing partners
• Performance-based financing and results-based management frameworks
